  1. He is not a negro but is known locally as "The Black". He is a tall, thin, tawny-skinned man with coal-black hair and black eyes and goes around this district selling wearing-apparel. He looks like an Indian and speaks English well.
    He travels on a bicycle and carries his goods in a big suitcase. He sells:- dresses for women and children, shirts, men's ties, collars, stockings, blouses, jumpers, skirts and ladies' underwear. He made his appearance in this district about four years ago and comes about twice a year.
