    old proverb is "Don't make hay of a windy day" which means it would be all blown away away with the strong wind. The calm day is the day for making or saving hay.
    There is another one which means "the windy day is not the day for putting up thatch" which means dont put up thatch on a house of a windy day thatch and man might be blew away.
