    had a district of their own to take care of. The greater majority of these people lived below their means in order to be able to pay the rent. A little over fifty three years ago an Act was passed which enabled the tenants to purchase their lands from the landlord. By this Act the state through the land commissioners was enabled to advance a part or the whole of the purchase money, to tenants who had agreed with the landlords to purchase their holding.
