  1. There was a tithe-proctor in Kells named Nelson. he collected the tithes for the burgesses of Kells. This money went to pay for the up-keep of roads, and streets.
    There was also a man for the purpose of putting beggars out of the town. Snow was the man for the "banded beggars." His duty was to put all the tinkers out of the town every evening at six o'clock.
