  1. The cooper steeps the hoops for a certain length of time in water. The starves are made of white or pitchpine. They are straight at first but are bent by heat. The bottom is put in first then the starves and then the hoops over them to bind them together. When the barrel is filled the lid goes on and another hoop is put over it to keep it on.
